KUALA LUMPUR- The construction industry has been waiting too long for the Construction Industry Payment and Adjudication Act (CIPAA), which was initiated as far back as June 2004, says the Master Builders Association Malaysia (MBAM). News from Bernama, July 6, 2010.
"The CIPAA will definitely offer some relief with all construction players assured or given some security on the key issue of payment," said its president, Datuk Ng Kee Leen.
"Without any security of payment and quick justice through adjudication, the unpaid parties either suffer in silence or are put out of business, well before the commencement of dispute resolutions through the current practice of arbitration or litigation which often takes a long time to resolve," he said in a statement here Tuesday.
"Hence, the enactment of the CIPAA is vital to protect the interest of all players, in the construction industry.
"We appeal to the government to expedite the enactment of the CIPAA and bring it into force, as the construction industry is facing very difficult times due to the tough construction environment," he added.
He also said the MBAM does not condone the employment of illegal foreign construction workers but contends that wages, which are a basic human right, be paid to those concerned.
According to Ng, the MBAM understand that the Construction Industry Development Board (CIDB) has circulated the final draft of the proposed CIPAA for comments by various government departments and agencies.
He said that the MBAM has been made to understand that through several meetings with the Attorney-General's office and related stakeholders, the CIPAA is scheduled to be tabled in Parliament in October this year.
